I found this insect hanging on the side of a tree along the Congaree River near Columbia. Anyone know what this is?

Urban Waterfall

This manmade waterfall brings the feel of a mountain stream to downtown Columbia. The waterfall is actually part of a huge fountain with this stream running into a lake at the bottom of the hill, where the water is recycled back to the top of the rocks.
